John Becker as a Communications Committee presenter at the June meeting

Andy announced that John Becker of the City of St. Peters will speak at the upcoming Technology Committee meeting on June 22nd. Andy asked which topics we wanted to hear about. He received the following answers:

  • Wireless in the parks
  • How small businesses can sell to the City of St. Peters?
  • What is being done and has been done in St. Peters with respect to technology?

The subcommittee discussed the City of St. Charles as a comparison the the City of St. Peters.

Bidding processes

The subcommittee considered the following dimensions of bidding with local governments

  • Ethics
  • Processes that favor one competor
  • Covertly creating specifications that create a de facto single source vendor
  • Use of a sole source vendor process

The subcommittee considered asking John Becker to discuss bid processes:

  • Informing the public
  • Presenting need
  • Describing the benefit to the City and the Public without requirint a lot of time
  • What are new challenges

VOIP

Charter Communications is offering this service. The Legislative Subcommittee discussed the following areas as elements of public education on the topic:

  • Potential for overleading data channels or over subscribing
  • QoS and dropped packets
  • Need for QoS at both ends of the network(s)
  • Vendor responsibility for an "all circuits busy" message on a line
  • MPLS (Multi Protocol Labeling System

    • This product requires Cisco upgrade
    • There are issues with technician quality currently

    Potential projects

    The Subcommittee discussed creating the following public information projects:

    • Buyers' Guide to Communications
    • A video of the same topic
    • A project encouraging a responsible policy for disposing of IT waste. (The City of St. Peters should be asked about its policy.)

    In discussing these topics, members determined we should take a brand neutral stance.
